4 1/2 tablespoons unsalted butter
2 tablespoons minced garlic
3 1/2 cups + 1 tablespoon all-purpose flour
3 tablespoons chopped fresh parsley
1 tablespoon granulated sugar
2 1/4 teaspoons instant yeast
1 teaspoon fine sea salt
1 cup whole or 2% milk warmed to 110°F
1 large egg room temperature
1 beaten egg for brushing the tops
2 tablespoons unsalted butter
1 tablespoon minced garlic
1 tablespoon chopped fresh parsley
flaky sea salt for finishing
Instructions
Lightly butter the bottom and sides of a 9×13 pan and set it aside.
Melt the butter and add the minced garlic. Cook for 1-2 minutes until fragrant then cool.
Combine the flour, parsley, sugar, yeast, and salt in a mixing bowl.
Add warmed milk, egg, and garlic butter to dry ingredients.
Knead dough until smooth and tacky about 10-12 minutes.
Cut dough into 12 equal parts and shape into balls.
Place dough balls in pan, cover, and let rise until doubled about 1-2 hours.
Preheat oven to 350°F.
Brush tops with beaten egg and bake for 20-30 minutes until golden brown.
Make garlic butter by melting butter and cooking garlic 1-2 minutes.
Stir in parsley.
Brush rolls immediately after baking with garlic butter and sprinkle flaky sea salt. Serve warm.

*Measure your dry ingredients properly
This is my #1 baking tip! Do not ever scoop a measuring cup into your flour as this leads to using too much flour Use spoon-level method or a kitchen scale for best results
Note on yeast: If using active dry yeast, activate in warm milk and sugar for 5 minutes until foamy then let dough rise 30-60 minutes
Storage: Store rolls 2-3 days airtight at room temperature
Freeze cooled rolls up to one month in airtight container
Make ahead: Cover shaped rolls and refrigerate overnight then let rise before baking
Reheating: Warm rolls covered in foil at 350°F or microwave 20-30 seconds
